Red face DrySuit

My feet always floats so I have to add no joke- 2.5 pounds on each ankle to maintain horizontal. Yet when I had air from my chest-valve, the air quickly just goes right out the ankle valves without resistance. Waist of air. Sometimes if I am shallow like 30 feet I don't even bother, just ignore the squeeze sensation and go about my dive. How can I rectify this problem without actually closing the valves. (For safety reasons of course)

The air will always go to the highest point of your body, so if your feet are the highest point the air will get stuck there.
My advice would be to work on your position underwater and your weight, don't use too much weight, just what is needed. Make some tests and don't hesitate to come back with some comments or questions.

I completely understand the physics of the air escaping at the highest point. What my point was that I seem to be horizontal yet I guess not because the law of physics still allowing the air to rise to my feet. My question is then this means I then subtract weight from my BCD or belt and add it to my feet? Do I continue to do such action until my feet are enough below my torso?

As Mako said, your problem has to do with positioning and not only with the positioning of your weights but also your body positioning. You need to find the best way of weight distribution to start with. But please don’t just add weights to your ankle. Depending what kind of BCD you use, you can split the weights from your weight belt to the integrated weight pockets as well as the trim weight pockets on the back of your BCD. Please note that in most BCD designs you cannot dump these weights. Then you also add a little weight on your ankles. This is a good start. It then further depends on your body positioning. The conclusion from your problem description clearly suggests that your feet are on the highest point of your body. Depending what fin kick you use this might well be the case. The best way to work on this is to use various methods of fin kicks. Personally I use the frog fins kick when I am dry suit diving.
Don’t make the mistake of just adding weights at your ankles. Dry Suit diving requires a slightly different approach and also requires a bit of testing, to find your preferred personal weight and body positioning.

I appriciate your reply. I know, I haven't been just adding weight to my anckles. I do subtract it from my belt and BCD when I distribute it to my ankles. But I like the advise on the style of kicking. It does get tiring when you have 2.5 pounds on each ankle when kicking. I will try the frog kick tomarrow. Thanks
