Default Killing Lionfish, should it be done by professionals only?

Curious what everyone thinks. Should anyone be allowed to kill lionfish or should it be by trained professionals only. These guys are a plague and they must be stopped but how far do we go?

I assume, you're talking about the Caribbean area, if you mark the lionfish as a plague?
It should be mentioned here, cause in other areas of the world they are not recognized as pest.
In my point of view any action that is executed has to be carried out by conservationists, not by "self-help-divers".
