Diving booties

Neoprene boots come in different thicknesses and with hard soles.
They are obligatory to keep the feet warm in cool water and also protect them, especially when shore diving, while entering and exiting the water. There are models offered with and without zipper. The zipper ones are mostly much easier to pull on. They should fit comfortably without pressing the toes.
Booties require the use of open heeled fins. Full-foot fins are in general too tight to be worn with boots, but they might fit for neoprene socks. Their material is thinner, but they still offer a thermal protection.
